Every Student Succeeds Act (ESSA)
The Every Student Succeeds Act (ESSA) is a federal law that was signed into law in 2015 to ensure that all public school students receive a quality education. The law replaced No Child Left Behind and gives states a central role in how schools measure student achievement. ESSA aims to advance equity by supporting disadvantaged and high-need students, and requires states to establish long-term goals for all students and subgroups based on academic achievement and graduation rates. The law also requires states to:
- Provide annual statewide assessments to measure student progress
- Inform parents about standards and results
- Include data on report cards such as graduation rates, suspensions, absenteeism, and teacher qualifications
- Engage families and community members in identifying challenges and developing solutions
- Establish a National Center on Improving Literacy and reading issues as a resource for parents and teachers
- Notify parents if a specific population group or school is struggling to meet standards
ESSA Highlights
ESSA includes provisions that will help to ensure success for students and schools. Below are just a few.
The law:
- Advances equity by upholding critical protections for America’s disadvantaged and high-need students.
- Requires—for the first time—that all students in America be taught to high academic standards that will prepare them to succeed in college and careers.
- Ensures that vital information is provided to educators, families, students, and communities through annual statewide assessments that measure students’ progress toward those high standards.
- Helps to support and grow local innovations—including evidence-based and place-based interventions developed by local leaders and educators.
- Sustains and expands this administration’s historic investments in increasing access to high-quality preschool.
- Maintains an expectation that there will be accountability and action to effect positive change in our lowest-performing schools, where groups of students are not making progress, and where graduation rates are low over extended periods of time.
